After the war crimes that Russian troops committed against civilians in Kyiv region, Russia is not only trying to shift the responsibility to Ukraine, but also wants to divert attention from its crimes in other territories.
As the whole world learned about the facts of massacres of civilians in Bucha and other settlements near Ukrainian capital Kyiv, Russian propaganda started talking about the "staged" nature of the shocking shots and, contemporaneously, that the bodies of the dead were supposedly specially brought to the town after its liberation by the Ukrainian army.
At the same time, Moscow demanded an urgent convening of the UN Security Council, saying that the dead were victims of Ukrainians" artillery shelling of Bucha after the Russians left the vicinity.
All these versions contradict each other. However, Moscow had lied even in the very statement about the "withdrawal" of its troops near Kyiv on March 30 as a result of negotiations between Russia and Ukraine in Istanbul. Both the Ukrainian General Staff and Western intelligence (US and UK) recorded that the flight of the invaders from these areas began on the night before the negotiations.
The Russians lie about the course of hostilities constantly, as well as about the course of negotiations. A month earlier, Kremlin spokesman Dmitry Peskov said that on February 25-26, Russia, for the sake of the first round of negotiations, allegedly suspended the offensive against Ukraine. But even the day before, no suspension of the offensive was reported. And later, the Russian Ministry of Defense announced mass strikes against Ukrainians precisely during the "truce".
That time Moscow lied about the suspension of the offensive. Now Russian lies are designed to mask the defeat of one of their invasion groups.
But much more cynical is the lie about civilian casualties. This is not the first time Russia has resorted to such lies.
Thus, Vladimir Putin has repeatedly stated that Russia"s implementation of the Minsk agreements regarding the return of control over the borders of the "people"s republics" in Donetsk and Luhansk to Ukraine will lead to a repetition of the massacre in Srebrenica. The last such statement was made at a meeting of the Russian presidential council on human rights last December — just two months before full-scale Russian aggression against Ukraine.
At the same time, Putin and his entourage kept silent that the perpetrators of the tragedy in Srebrenica in July 1995 were the formations of the Bosnian Serbs "friendly" to Russia. And 10 years later, it was Russia that blocked the consideration of this issue in the UN Security Council!
Such cynicism has always been Russia"s weapon in the propaganda war. Thus, on February 24, 2022, Putin "justified" a full-scale aggression against Ukraine by the statement that 14,000 people were allegedly killed during an eight-year confrontation in the territories of the Ukrainian Donbas temporarily occupied by Russia.
At the same time, Putin "forgot" to clarify that he was citing the UN report published in the summer of 2021. 14,000 victims, which were mentioned there, include the Ukrainian military, pro-Russian militants, and only about 3,500 civilians on both sides.
By the time Russian full-scale aggression began in February 2022, the intensity of the conflict had dropped significantly, with the number of civilian deaths down to a dozen a year. However, Putin deliberately twisted the facts not just to divert attention from the guilt of Russia, which unleashed that conflict — but to start a much bloodier war.
And today, Russian propaganda already assures that every single of those 14,000 people who died during the eight years of the "conflict in Donbass" were civilians killed by the Ukrainian army.
Obviously, the more monstrous the lie, the more confidently Russia resorts to it. There is no doubt that from Kremlin"s point of view the tragedy of Bucha and other Ukrainian cities is just another reason for such a lie.
At the same time, Russia in every possible way avoids discussing its war crimes at the level of UN and other international organizations. Earlier the Russians managed to switch attention from the discussion of these crimes in the Security Council. First, Russians submitted their own draft resolution on the humanitarian situation in Ukraine (which blamed the Ukrainians), and at the last moment, on March 18, they withdrew it, because preferred to discuss the issue of fictitious "biological weapons laboratories" in Ukraine.
So the Russians managed to prevent the Security Council from considering numerous violations of the rules of war by the Russian military in March.
Undoubtedly, today, by promoting lies about the events in Bucha, Russia hopes to talk out not only its crimes in this and other cities near Kyiv, but also the humanitarian catastrophe caused by Russian invasion in the south and east of Ukraine.

После преступлений российских войск против мирных жителей Киевской области Россия не только пытается переложить ответственность на Украину, но и хочет отвлечь внимание от своих преступлений в других регионах.
Как только весь мир узнал о фактах массовых убийств гражданских лиц в Буче и других населенных пунктах вокруг украинской столицы, российская пропаганда заговорила одновременно о "постановочном" характере шокирующих кадров и о том, что тела погибших якобы специально завезены в город уже после его освобождения украинской армией.
В то же время на международном уровне официальная Москва потребовала срочного созыва Совета Безопасности ООН, заявив, что погибшие стали жертвами артиллерийских обстрелов города Буча украинцами после ухода оттуда россиян.
Все эти версии противоречат друг другу. Впрочем, Москва солгала уже в самом заявлении об "уходе" своих войск из-под Киева 30 марта в результате переговоров России и Украины в Стамбуле. Как украинский Генеральный штаб, так и западные разведки (США и Великобритания) зафиксировали, что бегство оккупантов из этих районов началось еще в ночь перед переговорами.
О ходе боевых действий, как и о ходе переговоров, россияне лгут постоянно. Месяцем ранее представитель Кремля Дмитрий Песков заявил, что 25-26 февраля Россия, ради первого тура переговоров, якобы приостановливала наступление на Украину. Но ни накануне этой даты, ни сразу после ее наступления ни о какой приостановке наступления не сообщалось. А впоследствии минобороны россии заявило о массовых ударах по украинцам именно во время "перемирия".
Тогда Москва лгала о приостановке наступления, которое продолжала. Сейчас российская ложь призвана замаскировать поражение одной из группировок оккупантов.
Но намного более циничной выглядит ложь о жертвах среди мирных жителей. К такой лжи Россия тоже прибегает далеко не впервые.
Так, владимир путин неоднократно заявлял, что выполнение Россией Минских соглашений в части возврата Украине контроля над границами "народных республик" в Донецке и Луганске приведет к повторению резни в Сребренице. Последнее из таких заявлений прозвучало на заседании президентского совета рф по правам человека в декабре прошлого года – всего за два месяца до полномасштабной российской агрессии против Украины.
При этом путин и его окружение каждый раз умалчивали, что виновниками трагедии в Сребренице в июле 1995 года были "дружественные" России формирования боснийских сербов. И что 10 лет спустя именно Россия заблокировала рассмотрение этого вопроса в СБ ООН!
Подобный цинизм всегда был оружием России в пропагандистской войне. Так, 24 февраля 2022 года путин "оправдал" полномасштабную агрессию против Украины якобы гибелью 14 тыс. человек в ходе восьмилетнего вооруженного противостояния на временно оккупированных Россией территориях украинского Донбасса.
При этом Путин "забыл" уточнить, что называет цифры отчета ООН от лета 2021 года. И что эти цифры включают украинских военных, пророссийских боевиков и только около 3,5 тыс. мирных жителей, причем – с обеих сторон.
К моменту начала российской агрессии в феврале 2022 года интенсивность конфликта значительно упала, число погибших гражданских снизилось до дюжины в год. Тем не менее, путин намеренно исказил факты, чтобы не просто отвлечь внимание от вины России, которая и развязала тот конфликт – но чтобы начать гораздо более кровавую войну.
И сегодня российская пропаганда уже уверяет, что все до единого 14 тыс. погибших за восемь лет "конфликта на Донбассе" были мирными жителями, якобы убитыми украинской армией.
Очевидно, чем чудовищнее ложь – тем уверенней к ней прибегает Россия. Нет сомнения, что трагедия Бучи и других городов Украины для россиян является лишь еще одним поводом для подобной лжи.
При этом Россия всячески избегает обсуждения своих преступлений в ООН. Так, ранее россияне сумели переключить внимание с обсуждения этих преступлений тем, что сначала внесли в СБ ООН собственный проект резолюции о гуманитарной ситуации в Украине (который обвинял украинцев), а в последний момент, 18 марта, отозвали его, поскольку захотели обсудить вопрос вымышленных "лабораторий про производству биологического оружия" на украинской территории.
Именно таким образом россиянам в марте удалось предотвратить рассмотрение СБ ООН многочисленных нарушений правил ведения войны российскими военными.
Несомненно, сегодня, продвигая ложь о событиях в Буче, Россия надеется "заговорить" в ООН не только свои преступления в этом и других городах возле Киева, но и вызванную оккупантами гуманитарную катастрофу на юге и востоке Украины.
